Hi Corey, are you willing to share your draft plan with the group?

Sure! I am reluctant to post an operational document here, but happy to share individually. Anyone that wants it, just shoot me an email at clmorris@dconc.gov. In the spirit of full disclosure, it's based on a template from our partners at North Carolina Public Health Preparedness and Response, but with significant additions for my jurisdiction.

We have a Hazardous Materials Response Annex and a draft CHEMPACK plan.

Also, I have a concern with the new Chemical Preparedness Handbook. None of the types of chemicals listed as being of concern are organophosphates, carbamates, etc. that we still use here in the U.S. While it does touch on nerve agents, a mass domestic incident with one of the non-weaponized chemicals (ex. a transportation accident or a fire at a factory/industrial farm) is also a distinct possibility.

Our LPHA recently wrote a CBRNE (chem, bio, rad, nuke, explosives) annex to our EOP. We are in the process of training to it and have completed several discussion-based exercises with partners and within the agency. Our goal is to host a functional exercise in fall 2025 to test the plan.

We have a CBRNE Response plan. However it is woefully out of date. Any templates, especially for rural LHDs, would be appreciated.
