I came across this recent StateScoop article highlighting a key insight from an Ernst & Young survey of 300 state and local IT leaders: "reducing costs and improving cybersecurity" are the top priorities for 2025.

Key findings:

Cost reduction is the #1 concern (56%), followed closely by cybersecurity enhancement (54%).

Legacy modernization is viewed as critical-but 70% say it's too costly.

AI adoption is on the rise (45% see generative AI as a top near-future tool), despite worries about regulatory and security risks.

Collaborating with the private sector is seen as valuable (61%), though 39% cite cybersecurity concerns as a barrier.
